An increasing change is being experience in virtually all nations over the past two to three decades. This change is not limited to nations, but has been experienced in organizations as well, and necessitated a global competition for survival. The change being experienced places the onus on HRD practitioners to take a look at how HRD is conceptualized and defined within nations. Ghana is the nation featured in this paper, in terms of how HRD is described.
