The Role of HRD in University-Community Partnership for Leadership Development (2025)

The need for university-community partnership (UCP) has been a subject of discussion among scholars for time immemorial. Having a considerable population of poor and distressed or intolerant population, dishonest business practices, graduates with scant knowledge about their communities, and impractical leadership is detrimental to society. Developing effective leaders to champion community development initiatives is imperative. Considering that human resource development (HRD) scholars and students focus on the adult learner, their expertise in applying andragogy principles in their work, their role in community leadership development is crucial in the UCP drive. Interestingly, HRD scholars and practitioners focus more on the organization and businesses. The UCP concept presents an opportunity for HRD scholarship and practice. Using the Robert Jones’ Urban Research and Outreach-Engagement Center at the University of Minnesota and the City of North Minneapolis as a case study, the framework for the role of HRD in UCP for Leadership Development is articulated. The need to extend the focus of HRD beyond the organization to include community service and coalition building is discussed
